On March 27, 1963, Section President C. Martin Duke called together fourteen past presidents of the Los Angeles Section of ASCE to discuss alternatives for commemorating the founding of the section. Wallace L. Chadwick was asked to prepare ideas for development into a program to be carried out by the regular officers and committees. The Section program committees, under the chairmanship of Jack W. Pearce, worked together for the following year to develop the programs. During this time, the 50th Anniversary Observance Committee was formed, which was comprised of the following members:

The observance programs developed by the committees resulted in the commemoration being carried out in three stages:
(1) A general evening meeting on the anniversary date in December, 1963;
(2) An evening meeting for high school students and their counsellors in March, 1964, and
(3) An all-day meeting in May, 1964.
The general meeting in December, 1963, was convened under President Duke's administration, and the latter two under that of President Norman B. Hume.
